problems with current cvs release

This is the same problem there is installing DLL frmo CPAN: even if they 
are just built they already have enough references (they are used in the 
"make test" and never unloaded) that can't be removed.
Isn't there a way to force windows to discard loaded DLL as soon as 
possible or, at least, upon explicit request (i.e. a system call of some 
kind).?
