Thanks.....libiconv-1.8 downloaded, and then

$ ./configure --prefix=/usr/local
$ make
...........
 .libs/cygcharset-1.dll  localcharset.lo
/usr/lib/libcygwin.a(libcmain.o)(.text+0x6a): undefined reference to

'
