rsync hangs copying file to a remote Windows 2000 server

If it is the same problem, then it is not related with dual-CPUs. The server
I used was a Windows 2000 Server with only one CPU.

This appears to be the same problem as I reported a week ago.  Which
version of Windows 2000 are you running on the remote machine - is it
Professional or Advanced Server.  Also, is the remote server single or
dual cpu?
