a way to read the current cpu load from the shell or via acmdline utility in cygwin?

Yep, it's in the FAQ.

The value of PROC_SUPER_MAGIC was derived by an experiment on my system.
Maybe someone more knowledgeable in how this value is produced can help
come up with a portable solution.
