cygwin1.dll not found on new install

To whom it may concern,
I have tried a few times from different mirrors and still get CYGWIN1.DLL
not found when trying to start it up.
I notice that c:\cygwin\usr\bin is either empty or non-existent depending on
the mirror used. I search the WEB and all I can find is that I need to
download cygwin from www.cygwin.com.
What am I missing?
