client hangs?

Hi,
   I have written a simple server and client program
using BSD socket on Cygwin.  I compile them and run
them.  The server is running properly.  But the client
program is unable to connect to the server saying :
"Attempt to connect timed out without establishing a
connection" with errno 116.  

   But the identical (client)code taken to other UNIX
servers is running fine.
