/usr/bin/env - Incorrect parsing of #! line?

bashref.html says:
"Suggestions and `philosophical' bug reports may be
mailed to bug-bash@gnu.org or posted to the Usenet
newsgroup gnu.bash.bug."
As was pointed out, cygwin will use whatever behavior bash implements.
