chmod in cygwin

It's my understanding that whether a file is executable or not in cygwin is determined by the following:

- file extension (.com, .bat, .exe)
- the first line of the file (#!/bin/bash)

I know of no other conditions which would make a file executable in cygwin, but if there were, it would be along those lines.
