rebase and ME

To simplifiy searching this, the appended rebase contains a validation check.

try rebase -l <file(s)> to check the validation

In case of corrupted dll's it prints:

c:\programme\cygwin\bin\cygcurl-2.dll                        ImageBase: 10000000
ImageSize: 0001d000
warning: dll is corrupted - it contains relocations pointing to a non existent
section
