Cygrunsrv unhelpful starting as user not yet granted 'Log on as Service' rights

That's a good idea.  Go ahead and implement it.  You can grab the
sources by CVS:

cvs -d co cygrunsrv

and send the patches and a ChangeLog entry to this list.
