Using the cygwin port of the sftp server and client

Where can I get information on how to use and configure the sftp server 
and client supplied with the cygwin version of open ssh 2.9.9-p2-1.  i 
have been able to install and configure the open ssh server and client 
itself, but have had no luck with sftp.  Also how do I submit a question 
to the mailing list?
