Also, uu[en|de]code is part of the misc package here:

I plan on contributing misc to the cygwin net distro when the "next gen" 
setup tool is released.  However, if corinna wants to contribute the 
sharutils package with the uu[en|de]code tools, I'll remove my version 
of those two tools from my misc, before contributing it.

Although, I need to come up with a better name for the misc package. 
"one-file-wonders"? "simple-utils"?  I dunno...
