Cygwin Perl system() Invokes exec() Directly?

It does it for me:

$ /usr/bin/perl -e '$x=system("wc < .bashrc");print"$x $!\n";'
    211     539    6250
0

What is your perl summary (perl-V)?
What is pwd?

> produces the output (as expected):
