Network and Cygwin

I am VERY interested in using Rsync under Cygwin. The problem is all network
apps running under Cygwin are slow. I get about 1.9 megs a sec via ftp with
cygwin. On the same machine using ftp from the cmd prompt I 10.2 megs a sec. Is
there any reason Cygwin would be slower than the command prompt? Something I
configured wrong? Help please.
