1.3.2 -> 1.3.3: ssh-add fails on win98: "Could not open a connection to your authentication agent."

After upgrading to 1.3.3 on Win98, this is happening to me:

> $ uname -a
> CYGWIN_98-4.10 AMD 1.3.3(0.46/3/2) 2001-09-12 11:38 i686 unknown
> $ eval `ssh-agent`
> $ ssh-add
> Could not open a connection to your authentication agent.

This worked in 1.3.2.  Sorry, I had not been able to try recent
snapshots, so I'm unsure when it got broken.

cygcheck & strace output below.
