Setup 2.78.2.13 win32api missing

In setup.ini 2.78.2.11 - 2.78.2.13 the place to download and install
win32api is missing. It can't be selected during setup and won't install
even if full install is selected. (also newlib-man and tetex-beta are
missing) Resulting in the following error message when trying to compile on
a newly installed system:

link@LINK:~ $ gcc -o test test.c
/usr/lib/gcc-lib/i686-pc-cygwin/2.95.3-5/../../../../i686-pc-cygwin/bin/ld:
cannot find -luser32
collect2: ld returned 1 exit status
