Problems with new setup.exe cygwin installer

Read the damn mailing list.

This has been discussed, reported, folded, spindled, and mutilated for 
the past 24 hours.  There are at least 20 messages on this subject. 
AAADNNNDDDD....Robert just announced a fix.
