ElectricFence patch (modified)

I found Vadim Egorov's patch to ElectricFence 2.1 for Cygwin here:

but had problems applying it, as well as a couple of problems making EFence
once I applied the patch manually.  Attached please find a slightly revised
patch which applies without complaint.  ElectricFence builds and appears to
work correctly (although the 'make test' still hangs, as mentioned in the
posting above).
