inetd as a microsoft service can't find /etc/inetd.conf

Perhaps it will be easier for someone to help you if you let us know
what *documented* setup you have used, so we know if there is something 
missing.  With what you've supplied so far, I'm left wondering why 
inetutils-1.3.2.README doesn't address your concern.
