[SWEET] Mousewheel finally works in rxvt!

You need the 'official' Cygwin one that setup.exe installs, which also
claims to be 2.7.2.  The one downloaded from the bub site didn't have the
mousewheel working.  I assume the difference is in the "X emulation" library
used to build it, not in the rxvt code itself.
