Time functions

Hello,
I'm writing an application that uses the various posix time functions
which I need to port to cygwin.

So my initial questions are:
Does cygwin's mktime function always return a GMT time_t?
Does cygwin's localtime function convert that time_t to a local time in
my time zone?
