I can't compile under Win ME

You didn't install all the packages, either because you were trying to avoid
doing so or because setup had problems.  Run setup again and install all
packages.  Setup will ignore any that you have installed already.  The 
remainder should be installed.  In your case, you're missing (at least)
the w32api package.
