Latest inetd opens a DOS window

I just upgraded my Cygwin setup, and now when I run "net start inetd" at the
command line, a command window opens associated with the inetd.exe process.
This didn't happen prior to the latest upgrade. inetd used to run invisibly
in the background. Is the change deliberate?
