Unresolved -mno-cygwin issue

If you provide the patch, I'm sure it will get into Cygwin sooner than 
waiting for someone else to do it for you, especially if the issue "bugs
you".  Send any patch you may generate to cygwin-patches@cygwin.com 
preferably or this list otherwise.
