bash shell isn't inheriting the path from windows anymore

It still works that way here.  Perhaps something at your site is resetting
the path when you start bash.

A non-exhaustive list of likely suspects is: /cygwin.bat, /etc/profile,
~/.bash_profile, ~/.bashrc
