Shell avoidance in make-3.79.1-3

Maybe make doesn't know it can execute ps directly.  Do you get the same
effect if you give it /usr/bin/ps ?  Or with:

all:
    /usr/bin/ps

Or:

all:
    /usr/bin/ps -ef
