Request to include winsup/cinstall in cygwin source tarball in future

In CVS winsup/cinstall contains setup.exe, but in the cygwin-1.3.2-1-src tarball, the cinstall directory is missing from winsup. Are
there any reasons for excluding it, and if not, could is be included in future, please?
