1.3.2: signgam problem still present in plotutils, gnuplot etc.

Ok.  I'm still back to the state where I need a patch to cygwin to
accomodate this.

I don't use signgam so I can't test this.  Hopefully someone will contribute
a tested patch to cygwin.din/cygwin1.dll/libcygwin.a.
