ruby-1.6.4 on cygwin

I don't see this problem.  I just compiled ruby without any
modification.  All extensions have been built including tcltklib.

Did you do this

  ./configure --enable-shared

?

BTW, I didn't know 1.6.4 was out.  Thanks!
