trouble using CPAN from cygwin

Hello all,

   I'm trying to use the CPAN script to download and install the Win32-API
module.  The source gets downloaded, but the make fails with this message: Going to build A/AC/ACALPINI/

Running make test
  Can't test without successful make
Running make install
  make had returned bad status, install seems impossible

I checked and couldn't find win32.h.  Am I missing a cygwin module?
