I got vi syntax to work under rxvt by setting TERM=cygwin.
here is the command that worked for me (from normal cygwin bash)
rxvt -e vi -T cygwin -c "syntax on" yourfile.c &
i also made an alias
alias vix='rxvt -e vi -T cygwin -c "syntax on"'
then just say
vix yourfile.c &
hopes this works for you.
