error starting cron on nt4

Install it using cygrunsrv instead of srvany:
cygrunsrv -I cron -p /usr/sbin/cron -a -D -e "CYGWIN=<your settings>"
Help for cygrunsrv is given by
cygrunsrv --help
or by reading /usr/doc/Cygwin/cygrunsrv.README
