rxvt & prompt

It seems that bash is behaving slightly different under rxvt and
command.com. When certain non-cygwin command-line applications prompt
for input (eg. "check-in comment"), under rxvt, this appears only
after the command has terminated. Under command.com, everything works
as expected.

Any ideas why this happens and/or how it could be fixed?
