cygwin cvs server can't import files except with first user created

I have two accounts in my cvs passwords file, one of which is identical in name to a windows user, the other I just crypted a password and added a line to the cvs passwords file.

The windows username person can import files to the repository, but the other one cannot!  What's going on?  I get "Import aborted" connection reset by peer."  This is after successfully logging in and even 'cvs co' other files successfully.
