NTEmacs shell/CygWin: should control-C work?

Earnie Boyd indicated on 9/26 it was "fixed in snapshots", but I've
never seen any mention of a released fix for it.  I recently upgraded
my cygwin (1-2 weeks ago), so if the fix was there, I should have it
(but I don't).
