Who has told you that? This is simply not true, but it depends on the shell
you're using.
sh (or ash):
PATH=/usr/local/bin:/bin
export PATH
bash or korn shell (ksh):
export PATH=/usr/local/bin:/bin
c shell (csh) and derivates (tcsh):
set path=(/usr/local/bin /bin)
