How to kill processes outside cygwin in win98?

Try logging in as the person who started the app you want to see (or an
administrator ?).  I have noticed while using rlogin to log in to a NT box
runnig cygwin that I see different widnows programs, while doing a ps -elW,
depending who I rlogin as..
