Building gcc-2001-01-29

Actually I could build the current gcc-cvs with a pretty current 
cvs-cygwin. The only I thing I changed was adding  
"|| defined(__CYGWIN__)" to "defined(_WIN32)" in two places
in libiberty/pexecute.c.
