SSHD on Win98

Hello,

I'd like to setup remote access to a Win98 box running sshd under
Cygwin.  Just running /usr/sbin/sshd.exe doesn't work...the daemon
obviously runs but my remote connections are denied.  I haven't made any
changes to the default /etc/sshd_config file.  Any help?
