Cygwin usage problems

I have just downloaded the cygwin tar and bash utilities
I'm not sure as to how  I'd go abouts using it. 
I downloaded  both the utilities and I keep getting a message box saying
"the procedure entry point_ctype_ could not be located in the dynamic link
library cygwin1.dll" 

I'm not sure what the problem is
