Setup loads gcc-2.95.2-6 over gcc 2.95.2-7 (was Re: libuser32.a left out of latest Cygwin distro?)

I'm downloading from Internet using Setup 2.29, not manually, then 
installing from the local directory. The "bad behavior" with gcc can be 
observed in both steps. Maybe setup.ini doesn't ignore all files it doesn't 
know about.
