chmod not working

Hello,
	After applying the recent updates I can't get chmod to work. 

chmod a+x test.pl
does nothing

with -v option I get
mode of test.pl changed to 0755 (rwxr-xr-x)

but ls -la gives:
-rw-r--r--   1 administ None         4795 Feb  6 12:06 test.pl

any suggestions?  is this a mounting issue?
