setup fails with 'error: unknown file type'

I'm trying to install the latest cygwin. I keep
getting
error: unknown (or unsupported) file type 't'
I have tried different mirrors, both http nad ftp.
I've tried downloading first and installing from
a local directory. I have tried installing often
enough that I have a parital install, so I tried
untarring by hand and the tarballs seem corrupted:

bzip2: Data integrity error when decompressing.
Input file = (stdin), output file = (stdout)
It is possible that the compressed file(s) have become corrupted.
You can use the -tvv option to test integrity of such files.
You can use the `bzip2recover' program to *attempt* to recover
data from undamaged sections of corrupted files.
tar: 360 garbage bytes ignored at end of archive
tar: Child returned status 2
tar: Error exit delayed from previous errors
tar/bzip2 gives this error at different place from
one run to the next, so I'm guessing that the file
is really okay. I've included cygcheck below.
This is a brand new Win2k installation, behind a
firewall, with no email so I doubt that I have a
virus. However, I will chack that after I send
this.
I searched the cygwin archive and found only one
other person with this problem. It turned out to
be a buggy samba on their unix server.
Is there anything I can do to get this to install?
