Correct. It uses the services file of the OS:

9x/ME:	${WINDIR}\\SERVICES
NT/W2K:	${SYSTEMROOT}\\system32\\drivers\\etc\\services

However, you can create a convenience link in /etc if you like.
E.g. for 9x/ME:

    ln -s /cygdrive/c/WINDOWS/SERVICES /etc/services

It's easier if you want to edit the file.

It's Ci- as in Cinema.
