cvs broken on win2k after recent cygwin upgrade:"The descriptor is a file, not a socket" - some Perl modules fail, too

I get the same "descriptor is a file, not a socket"
error when trying to build some CPAN modules - IO and
the LWP bundle, to be specific.

cygwin 1.1.8
Win2K SP1
