cygwin and CSRSS.EXE

Occasionally (often enough to be a nuisance) when I have bash
running in a window a program called CSRSS.EXE starts
taking 100% of cpu time (according to task manager).   CSRSS
seems always to be loaded, whether I'm running bash or not.
But it never seems to take over the machine unless bash is
also running.  CSRSS.EXE is in C:\WINNT\System32.

?

Attached for the record is output of cygchk -s -v.
