dd if=/cygdrive/a of=foo.img doesn't work

You need to mount your floppy drive via the mount command.  For example:

    $ mount -f -b -s //./A: /dev/fd0

Then you can use dd (or cat) as in the following:

    $ dd if=/dev/fd0 of=foo.img
