tail -f will not work with IIS generated log files

assuming you have a current install (anything after b19 or so)
then my guess is IIS. I use tail -f many times a day, in bash and
cmd shells, with files generated from several different programs,
I never have a problem with it, like the rest of Cygwin it just works.
