Does Cygwin's `-mno-cygwin' need Mingw?

This is a recent stance, though.  Mumit tried hard to make sure that the
mingw libraries and include files distributed by cygwin were the same as
the ones distributed in the mingw "stand-alone".

In theory, if we're using the same libraries and headers, we should be
producing the same code.
