Subscribers to cygwin mailing list can post regardless ofspam blocks

The local ISP always attempt to relay a test message through their
customers machine, before accepting to relay mail from them.  If the
customers machine will relay the test messsage, the ISP mailhost will
not relay the customers mail.

They do this check in order to avoid being listed in ORBS.
